kipi-plugins is needed to actually have libkipi provide anything

right now gwenview regressed and digikam regressed because its not packaged.

kipi-plugins is part of digikam

it didn't install because the apt pin file in neon-settings didn't disappear, conffiles are a bit weird like that, I added a postrm to remove it

I also added it to gwenview build-deps

we should consider if should be added to spectacle build-deps

Well short of asking Digikam to have a stable branch, what's an acceptable solution to this issue? It must be affecting a lot of users.

Closing this, kipi-plugins is packaged along with Digikam.  We don't install by default because it depends on a lot of extra bits but Gwenview now has some code to install it.
