Since plasma lf packages does not provide all elements like icons, plasma themes, plasma applets etc, installing plasma lf package may result in a broken desktop if required packages are not present in the system .

Reproducible: Always

Steps to Reproduce:
1. Download Papirus look and feel package (system settings> look and feel> get new looks)
2. Select it 


Actual Results:  
Missing icons in dolphin and other apps

Expected Results:  
In the case where required icons are not installed, Plasma should fall back to breeze icons.

Can reproduce it with arc-kde package

Well that makes sense: it'll be setting the system to use a theme that doesn't exist. This is a bug in the global theme that does such a silly thing; please report it to them.
