Since plasma 5.7.95 the options ae gone for me, no suspend via plasma possible anymore. And it has worked for me in all the versions before. qdbus --system org.freedesktop.login1 /org/freedesktop/login1 org.freedesktop.login1.Manager.CanSuspend -> yes suspend via console works, options for suspend greyed out in settings I have the same issue too Thank you for reporting this bug in KDE software.
