Upon first boot of live test I opened System Settings. I thought it didn't open, however looking at task-bar showed me it was open. I had to right click on window in task-bar and choose move, then keep dragging mouse left. After doing this I could see the settings panel. There was more than one app that did this, but I am sorry I cannot remember (think InfoCenter also). Not a huge issue, but severe for new users of KDE or Linux. Nvidia 560Ti (LG TV) & 610 (Vizio TV/Main Screen) There are a couple other issues with multi GPU/Monitor setup that I will file separately.

Reproducible: Always

Steps to Reproduce:
1. Boot Live USB (Media) on Multi GPU AND Monitor Setup
2. Go to "Start Menu" find and click on System Settings
3. Look around the screen (Wheres Waldo), Look at task-bar hes there. Just Right Click, Select Move, Then drag mouse left after a bit Window will appear.

Actual Results:  
Everything was fine and subsequent launches were shown on correct monitor. Logging out and then back in everything is fine also. ( I have not decided to install yet, using MATE currently)

Expected Results:  
System Settings and Info Center should launch on the primary monitor or at the least Where the Mouse is Pointing. Possibly even ask upon first login where to default dialogs,windows and etc..

This is from an old ASUS M4N82-Deluxe Board (thats why there is excessive MCPxx Listings)

KWin is responsible for initial positioning. Is this something you'd be able to reproduce with Plasma 5.19 or 5.20?
