When I click with the right mouse button on the title bar and select "Configure..." I get a very lage window. I have to hide the panel to get the whole window on my screen. People using a lower resolution then me (I use 1024x768) have a problem.

The configuration applet for kwin was redesigned. The problem you report 
doesn't apply anymore to KDE3 (due in a few days)
