Convert vector layer to paint layer doesn't work.

Steps to Reproduce:
1. create a vector layer and some vector.
2. try convert to an paint layer.
3.

Actual Results:  
The conversion doesn't happen.

Expected Results:  
Conversion of vector layer to an paint layer.
