At one point I opened Krita to find that all of my settings were gone.  I honestly don't know what happened, it hadn't crashed.  I was able to get most of my settings back, but since that point I have not been able to use the reference image docker.  When I go to the docker list it is present but cannot be selected.  This is really, really annoying because it's my favourite helper.

I am not a programmer of any kind.  I am an end system user who simply does not have the knowledge to poke through code.

Hi Madb,
have you tried by 1) closing Krita and 2) renaming the file C:\Users\*username*\AppData\Local\krita\kritarc to something like "kritarc.old". At start, you should be presented with a fresh configuration of Krita and allowed to activate the image docker again.

Hi Madb,

I cannot reproduce your problem either, and I am pretty sure that Mvowada is right and that simplly resetting your configuration to default would solve the issue.
