File layers will not convert to Paint Layers.

Reproducible: Always

Steps to Reproduce:
1. Import file layer
2. Right click on file layer > convert > Paint Layer

Actual Results:  
Nothing happens

Expected Results:  
The file layer should be rasterized

There is the simple workaround of calling up an empty paint layer and merging the two. This way the File layer will be rasterized.

Here it seems that "Layer > Convert" doesn't work in all cases (FILE, FILL, FILTER, VECTOR, CLONE, GROUP). I'm on Ubuntu 14.04, using Krita 3 appimage.

Fix converting single layer to paint layers. It was doing a flatten, but flatten abourts if there is only one layer.
