I can have any of the dockers undocked and switch between any of the tools without loosing the use of my pen's contact with my tablet, or ability to work in the document. I don't know that my issue is the same as with the other bug you linked. I didn't experience any problem with scrolling. The canvas would stop responding when the floating docker was clicked on with the pen or mouse. When I used the shortcut, after restarting Krita, to another tool, and back to the brush, I didn't have an issue. That is how I figured that it was the floating dockers that was causing the malfunction.
