My sound card is muted, and press volume up/down doesn't unmute it. Using plasma-pa 5.6.95

Reproducible: Always

Steps to Reproduce:
1. Mute the device
2. use volume up and down to change it

Actual Results:  
volume changes, but it's still muted

Expected Results:  
volume changes and device is unmuted.
