When LC_TIME is set to a zone with a different language, the following gets translated:

- digital clock tooltip
- digital clock's calendar weekday

but not the digital clock's calendar month.

Reproducible: Always

Steps to Reproduce:
1. change LC_TIME to different zone that uses a different language than LANG
2.

Actual Results:  
see that digital clock calendar translation is incomplete

Expected Results:  
translate the month to LC_TIME's langauge like other translated elements
