Filling an empty layer with a solid color using the Fill Tool will fill the image as if I have the layer above selected.

Reproducible: Always

Steps to Reproduce:
1.Create Two Layers
2.Top Layer Has Image(Image/Scribbles/Anything but transparent) and Bottom Layer is Empty(Transparent)
3.Fill Bottom Layer

Actual Results:  
Bottom Layer now has evidence of top layer

Expected Results:  
Bottom Layer should be Solid Black

This is a feature. By default the fill tool uses the threshold to fill and the selection is just limits the filled area. In the tool options there is an option "fill entire selection" that does exactly what you want.
