There should be a way for sysadmin (root) to tell dolphin that a user can see only files which are under /home/user/.
Would be very fine to have this opportunity.

i am using Dolphin Version 16.04.1 but it is not possible do tell this to the bugtracker.

Keeping users from viewing files in certain directories in handled by *Nix file permissions.  It isn't up to dolphin to manage this.  Even if this was a feature, the user could just view files via commandline or another GUI filebrowser.
