Moving the window with Alt+Function keys enters characters into keyboard buffer

Reproducible: Always

Steps to Reproduce:
1) Open a Konsole
2) right click title bar. More actions -> Move
3) move window with cursor keys: all ok
4) move windows with ALT + cursor keys: characters A, B, C and D are entered into keyboard buffer

I can reproduce this issue under KDE running master konsole with:
kwin-5.10.5-2.1.fc27.x86_64

But even the cursor keys press events are sent to the konsole window, so I am moving the window and scrolling shell history at the same time when pressing Up, for example. The same issue happens with dolphin.

I tested under gnome-shell and that doesn't happen; I guess this is a general issue with kwin? can this bug report get reassigned, please?

reproducible with konsole 17.12.2 on Arch Linux.
