`File|Save as With Encoding`
`File|Close All`

Both use `e` as the hotkey to activate. I noticed since `Alt+F, E` is a normal part of my workflow but now does nothing. That is, `Save as With Encoding` is blocking the older shortcut of `Close All`

Reproducible: Always

Steps to Reproduce:
1. Open file menu
2. Press `Alt` to see duplicate hotkeys on `e`


Expected Results:  
`Save As Wtih Encoding` should have some other hotkey as `Close All` was already using `e`
