If I start an OpenGL application my panel will not update rendering. It will stay frozen as it was when I launched it. It's still possible to click on items in the panel, but you need to remember where things were (it won't update if you switch virtual desktop)
The only solution is to restart the plasmashell.
Not sure on the version number, what I'm getting from my package is a bit different than what is offered here it seems:

% pacman -Qi plasma-framework

Reproducible: Always

Steps to Reproduce:
1. Start an OpenGL application: In my case it is SpringRTS
2. See everything freezes
3. Restart plasmashell (killall plasmashell; plasmashell). 
4. Works fine until you restart the OpenGL application

The same problem happens in my case. I'm using open source Intel drivers.

$ uname -a
Linux arch 4.6.2-1-ARCH #1 SMP PREEMPT Wed Jun 8 08:40:59 CEST 2016 x86_64 GNU/Linux


But, I can't say if it breaks after starting OpenGL application or there is other reason as I don't remember starting any of it when the problem occurred.

I have the same issue on 5.11.5
