plasma-desktop packages incompatibele with kde-l10n-nl  laguage pack. i need plasma-desktop or else plasma doesn't start.....

I don't undersatnd what you're trying to say.

You need plasma-desktop to run the plasma-desktop.

What does kde-i10n-nl have to do with it?

I will try to explain David... When you install Neon (or other distributions) on you harddrive the installer asks what the desired language is. When you say "Dutch/Nederlands" there the package kde-l10n-nl is downloaded and installed.
But the package kde-l10n-nl confilcts with the plasma-desktop package so that package is uninstalled.
When you first start up your freshly installed system it will not do so because it is totally broken.

They say they have fixed this bug at kubuntu https://bugs.launchpad.net/ubuntu/+source/kde-l10n-nl/+bug/1572494 .
I tested the latest kde-l10n-nl package. It doesn't seem to conflict with plasma-desktop anymore. I think there are other small issues but they are not of vital importance.

As you can see in comment 4 from july the 4th 2016 this bug is resolved...
