It seems Telepathy doesn't support sipe itself without using libpurple. And only when to choose 'Office 365/Lync (via libpurple)' it is possible to create an account.
I tried to install 'telepathy-rakia' package but nothing's changed.

Reproducible: Always

Steps to Reproduce:
Systemsettings5 --> Online Accounts --> Create --> Office 365/Lync


Actual Results:  
Window appears with message:
"This IM Account cannot be created - a Telepathy Connection Manager named 'sipe' is missing or it cannot handle protocol 'sipe'. Please try installing sipe with your package manager"/

Expected Results:  
It should create a dialog window to enter account specific data to create account.

I'm receiving this as well with Arch Linux.

In Debian also. If one tries to make another type of account first, then clicks Office 365/Lync, it acts weird and reopens the dialog for the previous account type.

Dear user, unfortunately Telepathy is no longer maintained.

Please migrate to another solution, e.g. for Jabber a possibility is Kaidan, for Matrix a candidate is NeoChat.
