When trying to drag and drop an image file to the folderview containment desktop it only shows move, copy, link and abort menuentries in the contextmenu. 
There is no way to set the image as wallpaper or create a media frame widget of it. 

This was working fine before.

This is fixed in Plasma 5.10.
