This is seen on some documents, for instance Chase bank year end statement. See example here:

(I don't want to attach the PDF for obvious reasons)

The expected text is on the page but in tiny font and unexpected location (first impression is that the text is missing entirely)
Interestingly, searching for the text highlights blank space in the expected area

In contrast, other software (Evince) displays the text correctly

Without a sample PDF to reproduce this problem it will be hard (if not impossible) to fix.

Please file a bug against poppler (splash component) in http://bugs.freedesktop.org/ 

poppler is the pdf rendering library we use in okular and the bug is there.

Upstream bug had been resolved over a month ago, is there any schedule for a fresh Okular release?

It's an upstream bug, okular doesn't need to be released at all for this.
