When one clicks on the Kubuntu 'start' button at the lower left, a menu pops up with the programs in it. This menu is semi-transparent and there does not appear to be a way to make it 100% opaque. Under certain conditions, the items behind this menu can make it hard to read, depending on combinations of the colors, sizes and monitor capabilities. There is apparently no way to make this menu 100% opaque short of changing the entire color scheme, and apparently none of the supplied color schemes do this. Setting normal windows to 100% opaque does not affect this particular window - it remains semi-transparent if if the semi-transparent workspace feature is disabled. Googling this show other users encountering the same issue.
 
Some possible fixes are: 
(a) follow the general workspace transparency settings - if transparency is disabled for the workspace, disable it also for this menu. 
(b) Or change the default behavior to make it 100% opaque - if there is to be any default, especially one that can't be easily adjusted, it should be one that maximizes visibility - i.e. the default should be 100% opaque, not partially opaque, 
(c) Or add a setting that is easily accessible in System Settings for transparency for this menu.

Expected Results:  
Expected results are for menus to be easy to read and the UI to have default behavior that meets that objective. If there are fancy effects that detract from visibility like making things partially visible (which means partially invisible, or semi-transparent), they should be optional, not mandatory, and if enabled as defaults (which isn't a great idea), they should be easily disabled.

the transparency depends from the theme.
you can either change the plasma theme or go to 
systemsettings->desktop behavior->desktop effects
and disable the effect called "background contrast"

even the default theme should be fully opaque now
