If you set the config to empty wastebin on exit, then exit the program. When you manage to reload kmail2 (see Bug 358679 ), the wastebin folder is still full. The menu option to empty the wastebin works fine, but the folder does not get emptied on program exit.
kmail 5.2.0, KDE Frameworks 5.21.0, Qt 5.5.1 (built against 5.5.1), The xcb windowing system, openSUSE Tumbleweed (20160422) (x86_64)

Reproducible: Always

Steps to Reproduce:
1. Select Setting/Configure Kmail/Misc
2. Set "Empty local wastebin folder on program exit"
3. Exit program.

Actual Results:
1. Restart kmail (if you don't log out first, you will have to kill kmail as you cannot reload it until there is no instance sitting in memory - see Bug 358679 )
2. Wastebin folder still full of emails

Expected Results:
1. An empty wastebin folder

This action also causes Bug 358679 on my Tumbleweed system
