When you make an impossible claim, Kajongg gives screen saying "You cannot say *claim*".
After that, it is impossible to continue. No possibility to continue the current round, no possibility to start the next round. Only thing possible is to abort the game and start again.

Reproducible: Always

Steps to Reproduce:
1. Start a game
2. Choose an impossible claim
3.

Actual Results:  
Game gives error message, and game ends.

Expected Results:  
Possibility to continue with penalty; or to start new round with penalty.
