Mouse is too grabby when clicking on an application running in the task manager and tries to drag it to the desktop. Needs more cowbell, I mean more delay. System Settings -> mouse settings are ineffective in changing behavior.

I hate to forward-dupe, but Bug 390034 shows the issue more clearly, and includes a screen recording. Let's track the problem there.
