Bug 361203

Each time i assign a tag to a brush, the list scrolls back up to the top of the list. so i have to scroll through all the brushes again to find the one i tagged and then go to the next brush.. so this way, if i want to tag a few brushes way down the list i lose my place and have to scroll down to hunt for them again after tagging each one. The brush list needs to stay where it is when ive tagged a brush or deleted it etc

Reproducible: Always

Steps to Reproduce:
1.scroll down the brush list in the docker
2. assign brush tag or change tags etc
3. brush list automatically scrolls back to the beginning.
4. scroll down again to hunt for that brush you just changed the tag for to tag the next brush.

Actual Results:  
The brush list scrolled back up each time.

Expected Results:  
I want the list to stay at the position where i modified the latest brush tag. both in the docker and in any brush selection pop up
