thanks for the bug report. I'm not sure which icons will be used. If you have plasma breeze (light) it also isn't visible. I think this two elements show the applet icon from the widget explorer which are 256x256px icons and are not usefull for 16x16px icons. 

So my idea would be to show the "app/widget" icons instead of the applet icons. As I don't know where I can fix this and Marco redesigned the System I hope Marco can change it easier.
