Reproducible: Always

Steps to Reproduce:
1. Add digital-clock and folderview widget onto panel.
2. Select "Configure widget [...]" in context menu of digital clock. This opens a configuration dialog for the digital clock, as expected.
3. Select "Configure widget [...]" in context menu of folder view widget.

Actual Results:  
Configuration dialog for folder view opens, but configuration dialog for digital-clock closes at the moment in time.

Expected Results:  
Both of these configuration dialogs should be open.

The same problem exists when opening configuration dialogs for two widgets on the desktop (e.g. in a folder view containment). But opening two configuration dialogs for one widget on panel and another one on desktop works.

Same problem with Plasma 5.8.95.

and then we'd just get another bug report that a user from a million dialogs open wondering why we're not reusing the window.

You've not provided any reason as to *why* this is a problem, which is the main part of a bug report so I'm closing this for now.
