Provide an option to specify the screenshot directory in order to prevent polluting of image directory.

Should be there  - ? - at here:
Spectacle > Save & Exit > Configure Save Options Default Save Directory...

This feature is already available. Check "Configure Save Options" in the drop down menu next to the Save & Exit button.

Sorry, my bad! I completely missed that.
But then again, it might be a good idea to display the target directory in the main window, along with an option to change it temporarily / permanently.
