I have the Tags view open and see a tags tree and some images corresponding to the current tag selection ("Family") .

I now drag an image thumbnail to one of the tags ("Vacation") in the Tags tree and drop it there.

ACTUAL: A menu with "Assign Tag(s) 'Family' to Item(s)" opens (no matter on which tag item I drop the image)

EXPECTED: A menu with "Assign Tag(s) 'Vacation' to Item(s)" opens because I dropped it there.

The selected Tag(s) are assigned to the dropped items. The dropped position has not affect in the Tags view. Otherwise, you could not assign multiple Tags at once.

This makes sense. One observation, though:

If I drag an image over the Tags tree the tree elements being hovered get highlighted which looks like the behaviour I was originally expecting.

Maybe one could add a new button next to the "Open Tag Manager" button that opens the "Captions/Tags -> Tags" view on the right side.

A keyboard shortcut already exists : "T". This activate the right sidebar Captions/Tags view and give focus to the Tag line edit.
