systray icons used to adjust to the size of the containing panel, but they don't any more.

this is probably is not really visible to those using a default size panel on a standard DPI screen, but if you like thicker panels and/or use a high-dpi screen and need to readjust the size of the panel, system tray icons look weirdly small.

Reproducible: Always

Steps to Reproduce:
1. Make your panel taller
2. Look at the systray icons


Actual Results:  
small icons

Expected Results:  
panel-sized icons

this is on Neon (on Kubuntu) , currently using plasma-desktop @ 5.5.4+git20160311.0122+15.10-0
