Lock widgets and reboot. Systemtray shows no icons. Wifi is not available. If I unlock widgets, right-click and select "System tray settings", change an option and click "Apply", it loads and connects to wifi.

If I leave widgets unlocked, things stay working, all icons visible and network available after login.


Reproducible: Always

Steps to Reproduce:
1. Lock widgets
2. Reboot
3. Find systemtray icons missing

Actual Results:  
systemtray not populated. No wifi.

Expected Results:  
systemtray icons visible and wifi connected

Kubuntu 15.10 amd64 with Neon PPA, dedicated test machine. 
Automatic login to desktop. Panel vertical on left side.
