I get this on my laptop as well. If I want to change the resolution I click on the launcher, search for display configuration, hit enter, the display configuration pops up but it's too tall and i can't make it smaller. Maximizing it does not work either. The workaround is to go to system settings and search for display configuration there instead which does have a scrollbar.
