Terminal server has the ability to redirect time zone for each client : https://technet.microsoft.com/en-us/library/cc783386%28v=ws.10%29.aspx
With KDE Remote Desktop Client, I can see an error message : "Your current time zone is not recognized. Please select a valid time zone."
A similar issue has been solved in FreeRDP : https://github.com/FreeRDP/FreeRDP/issues/437
