So... let's inaugurate this project Neon :)

I see that the Ark 15.12 (unstable?) package still has a build dependency on libkf5khtml-dev.
However, KHTML was dropped upstream as of this commit [1], before the 15.12 release.

Neon presently doesn't build ark. I think you may want to report this against Kubuntu.
