When I save my picture and the exit Krita then reopen it and load the picture all my layers are gone. How do I fix this?

Some file formats support layers, others don't. So you need to save as .kra or .psd or .ora, not .jpg or .png. You're likely saving in one of the file formats that doesn't support layers. Only .kra supports all Krita features, so you should use that format until you export for use on the web or other applications.
