The "Effects" pane allows for different filters on the list of effects. When selecting the filter "show video effects" then video filters from the "Custom" category are never shown, even if they are video effects.

Reproducible: Always

Steps to Reproduce:
1. Create a custom video effect if not done so already. For instance, save fade to black as custom effect.
2. Select filter "show video effects" in the "Effects" pane.

Actual Results:  
The "Custom" category is never shown even if it contains custom video effects.

Expected Results:  
The "Custom" category is shown if it contains custom video effects.
