Upon login (or connect to a network?) I see 3 notification-popups for available software-updates (all with the same information). After that I'm not sure if maybe 1-2 more appear and 1-2 others went away in that same second of if the notications just moved down one by one - it flickers a bit, so I can't say for sure if I saw the same messages or even more than 3 appearing. But no more than 3 are shown at the same time.

Also I'm unsure if it's a matter of notifications (displaying them multiple times) or maybe some processes competing to look what updates are there - and maybe by the latter delaying startup/login potentially.

Reproducible: Always

Steps to Reproduce:
Login to the system with working internet-connection.

Actual Results:  
Multiple notifications (with same content) shown for available software-updates.

Expected Results:  
Just one notification.

Thanks for the report

This will be fixed/prevented with Plasma 5.6 (see bug 356653).

The actual cause of the bug though is in muon-notifier though.
