Application overview provides barely any keyboard navigation.

Reproducible: Always

Steps to Reproduce:
1. Open application overview (alternative to application menu)
2. search for something
3. try to use keyboard to navigate between results (arrow keys) and open result (enter)

Actual Results:  
Arrow keys don't work at all.
Using the Enter key to activate currently selected item sometimes works, sometimes doesn't.

Expected Results:  
Applications overview should be fully keyboard-navigable.

Keyboard nav is of course supposed to work perfectly (ironically much work went into it), this is a recent regression caused by a race condition.
