Notification title and body text rendered after all updates are installed are misleading. Title says "System update available" and the body text "System up to date". So the title should be changed to something like "All updates have been installed" and body text "Your system is now up to date"

Reproducible: Always

Steps to Reproduce:
1. If there are some updates pending, just appy them
2. Wait for notification to be rendered


Actual Results:  
Notification with title "System update available" and the body text "System up to date" is rendered.

Expected Results:  
Notification title should be changed to mach current system state - all updates are installed.
