Migration assistent starts anew each boot, prompting for password twice.

Reproducible: Always

Steps to Reproduce:
1. reboot

Actual Results:  
Migration assistant asks for password

Expected Results:  
Only migrates on first boot

Started to happen after upgrade to 15.12
