When I reposition my external display to be above the laptop display and apply, the default panel moves to the external display, even though the laptop display is the primary display.

Reproducible: Sometimes

Steps to Reproduce:
1. boot laptop without external monitor connected
2. login to kde plasma [single.png]
3. connect external monitor [dual.png]
4. open display configuration, drag laptop screen below external monitor, verify laptop screen is selected in primary display dropdown, apply

Actual Results:  
panel moves to external monitor [dualafterreposition.png]

Expected Results:  
panel should stay on laptop screen

I can confirm this bug - there are already several reports in the bugtracker that complain about  similar behavoir ... e.g. https://bugs.kde.org/show_bug.cgi?id=354386
