The application shows no response when I left or right click on the icon.

Is this really a duplicate? As the chain of duplicates leads to bug 355919 which is about transparent icons getting scaled.
I have i.e. tried JDownloader 2 (a java application) and it doesn't react on clicks. The icon is 24x24. You can see this in the output of xembedsniproxy :
