I can't directly type Chinese to search applications

Reproducible: Always

Steps to Reproduce:
1.open the dashboard
2.try to type Chinese
3.it is English

Actual Results:  
I have to type 1 letter and switch the input method, and I have to do it every time.

Expected Results:  
I can directly type Chinese in the Dashboard.
