EDIT: Instead of "Animation Docker" I meant "Timeline Docker". I apologize for the error. As of the animation beta 2.9.10, the first frame can be moved and copied. But moving the first frame leaves a blank frame on the original position, instead of an empty frame, unlike every other frame. I will make a new bug with the changed behavior, and am marking this as resolved. P.S: Bug #356056 [https://bugs.kde.org/show_bug.cgi?id=356056] where single selected frames cannot be copied with ctrl+drag still remains for the first frame. For the test that marked this issue as resolved, I selected multiple frames alongside the first one and than ctrl+dragged to copy them, and this behaved as expected.
