Looking at the gif linked in that bug report, you are painting on the white BG layer, onion skins can't work there. Paint on an empty transparent layer to use onion skins. I'm sorry, but this isn't a bug... The way Krita works is that the white background layer isn't considered 'transparent' in some way, it's white. So, you should setup an image like this: white background layer, lock it, and draw on a second transparent layer. (Or have the background layer have the background of your animation, of course.). By default the new image dialog sets up things like that. Yes, I can see that. Thanks for the help! I do have one more behavior that seems incorrect(Auto Frame On, creates a key frame but doesn't clear the frame). Where do we go to ask questions for the animation branch to make sure we don't file incorrect bugs? You cannot re-open a vaguely related bug and add something completely irrelevant to it. If Krita stops responding during an action, make a new report, noting the version of Krita you're using, the OS, accurately described steps for reproducing the issue and finally, if you're on Windows, a crash log.
