I’m new to Kleopatra and recently switched laptops.  I installed the same software and certificate on the new laptop but can’t successfully decrypt the files on it – I have to go back to my old laptop to get this to work.  Do you know if I need a new certificate because it is a different laptop?

No you don't need a new certificate you need to properly export the certificate (export secret key) on your old system and import it. Then change the Owner Trust to "This is My certificate" in Kleopatra.
