I'm using 2 rotated monitors (dell). Everything works fine on the dual display after logging in,but the login screen, while login in, is in the wrong direction (not rotated as expected - not rotated at all). The configuration screen for logging in (sddm) does not provide the option to rotate the screenview. The logging prompts and images are dual displayed. It would be better if it was on only one monitor, but this is not so annoying.

1.reproduces automatically every log in (no rotation of start screen)

Expected Results:  
rotate the start screen (log in) as foreseen in screen configs OR provide in configs for login screen a tool to rotate it.

On plasma 5.8.6 this is a still a problem.

If I configure my multi-monitor setup with only the KDE provided display manager, the login screen, (sddm) does not rotate that monitor. The SDDM configuration does not allow monitor setup.

SDDM is used by KDE but it is not managed by KDE. You will need to find something like https://nowardev.wordpress.com/2017/03/06/rotate-virtual-terminal-desktopmanager-xdisplay/ to rotate the SDDM login screen.
