When I open new window of Kate, the window is a copy of the original windows.

However all folders in "Documents" sidebar become unexpanded.

Folders expanded in the original window should be also expanded in the new window.

It's not a copy of the window, it's a new window. This is not implemented for any plugin right now. And given then action of crating a new window is performed rather seldom, the work and complexity required to implement this wish is simply too much. Will not happen, sorry.
