When making configuration changes in the SDDM KCM (e.g. selecting a different cursor theme) without having any permissions to do so, SDDM KCM will just act as if it had the permissions.

Opening the KCM again clearly shows it wasn't able to apply the config changes.
The terminal output basically shows the same when clicking "Apply".

Can you clarify "SDDM KCM will just act as if it had the permissions.", i.e. how to reproduce the bug?

I opened the KCM logged into a user with no administrative privileges and it asked to confirm changes with the password of some user that has them.
