In kconfig 5.4.1 the icon named "Regional Settings" is not translated in french.
This bug exist since I switched to Plasma 5 on OpenSuse, Fedora and Archlinux.

Reproducible: Always

Steps to Reproduce:
1. Go in the configuration panel
2. (obvious)


Actual Results:  
Not translated string "Regional Settings"

Expected Results:  
"Regional Settings" --> "Paramètres Régional"
